Are Parrots Protected Animals? Which Species Are Legal to Keep as Pets?
Parrots are indeed protected animals. Specifically, all species within the parrot family (Psittacidae) are classified as national-level II protected animals in China. This means it is illegal to indiscriminately capture, kill, or trade them. However, there are exceptions: three parrot species are not considered protected and can be legally kept as pets without a permit in China. These are the Budgerigar (also known as the common parakeet), the Peach-faced Lovebird, and the Cockatiel.

From a taxonomic perspective, the parrot group belongs to the Psittaciformes order within the Aves class (birds). Parrots are unique; they possess distinctive appearances and numerous physiological and behavioral traits that set them apart from other bird families. This is why they are categorized into their own family, Psittacidae, commonly known as the parrot family. The entire parrot family is designated as national-level II protected animals, making the capture and sale of any parrot species outside of the allowed species unlawful activities. China's 1989 "List of National Key Protected Wild Animals" clearly states that the entire parrot family is under second-class protection.
Three Parrot Species Legal to Keep as Pets
1. Budgerigar (Melopsittacus undulatus)
Also known as the common parakeet, this small climbing bird is native to the inland regions of Australia. Wild Budgerigars typically inhabit woodlands and grasslands, where they live and move in flocks. They are known for their active nature and are relatively easy to train and domesticate.
2. Cockatiel (Nymphicus hollandicus)
Cockatiels are small parrots belonging to the cockatoo family (Cacatuidae). They have a distinctive crest on their heads. Their plumage is generally a medium gray, with lighter underparts, orange cheeks, and a large white patch on their wings, which makes them very attractive.
3. Peach-faced Lovebird (Agapornis roseicollis)
Lovebirds, as they are commonly known, are some of the smallest parrot species. They have short, stocky bodies, short tails, and relatively large beaks. Most wild lovebirds have predominantly green plumage, but selective breeding has resulted in many different color variations in domesticated varieties.
